Description

I've had this problem intermittently for a long time on multiple different Windows computers, and was finally able to reproduce it while screen recording with all extensions disabled: https://app.screencast.com/EFFFWRNzDVc6n

This related issue was closed: https://github.com/microsoft/vscode/issues/139326
But my video demonstrates that the problem is caused by VS Code not the OS or other software locking the folder

The problem is intermittent and usually goes away temporarily if I reload the window or kill the processes in File Locksmith as shown

VS Code version: Code 1.85.1 (0ee08df0cf4527e40edc9aa28f4b5bd38bbff2b2, 2023-12-13T09:49:37.021Z)
OS version: Windows_NT x64 10.0.22621

Research direction

No files, tests, or entry points are named. Start by reproducing the folder rename hang on Windows in a TypeScript project with extensions disabled, comparing the reported reload and process-kill workarounds. Done means the editor completes the rename without hanging in the reported scenario.
