Description
Move from https://github.com/microsoft/vscode/issues/89619
- I have a TS file with private fields
- there is no semantic information about that, e.g I cannot style private fields different
-> add semantic token modifiers private & protected

Research direction
Trace TypeScript's semantic-token support from the language-service entry points; the issue does not name specific files or tests. Determine how private and protected fields are classified and how semantic token modifiers are exposed, then add coverage showing both modifiers are reported distinctly.
Written by the indexing model from the issue text.
