number literal hover binary hexadecimal octal exponential decimal resolve
⭐ Suggestion
Show the resolved number when hovering a number literal, e.g:

📃 Motivating Example

Research direction
Start by comparing the requested number-literal hover behavior with the existing hover behavior for consts, using the binary, hexadecimal, octal, exponential, and decimal examples in the issue. Done means hovering a non-decimal or exponential number literal shows its resolved numeric value without requiring console evaluation.
