Run transformers, but skip type checking.

Use Cases

The majority of compile times are type checking.

Some projects (e.g. Angular stylesheet integration) require transformers to run.

I would like to skip type checking, ala transpileModule, but still run the transformer.

My suggestion meets these guidelines:

• This wouldn't be a breaking change in existing TypeScript/JavaScript code
• This wouldn't change the runtime behavior of existing JavaScript code
• This could be implemented without emitting different JS based on the types of the expressions
• This isn't a runtime feature (e.g. library functionality, non-ECMAScript syntax with JavaScript output, etc.)
• This feature would agree with the rest of TypeScript's Design Goals.

Start with the transpileModule entry point and examine how transformers are currently handled. Determine the API or option needed to run transformers while skipping type checking, then verify that the transformer runs without type-checking and that the requested output is produced.
