Allow the maxFileSize property to be configurable.

Use Cases

Currently, when trying to import large JSON files, the Typescript Language Service fails to provide intellisense due to the maxFileSize limit being exceeded.

• This wouldn't change the runtime behavior of existing JavaScript code
• This could be implemented without emitting different JS based on the types of the expressions
• This isn't a runtime feature (e.g. library functionality, non-ECMAScript syntax with JavaScript output, etc.)
• This feature would agree with the rest of TypeScript's Design Goals.

Start by tracing the ts.server.maxFileSize setting and the largeFileReferenced event in the TypeScript language service. The issue's example provides a large JSON file and the current limit to reproduce the behavior. Done means the limit can be configured and IntelliSense works for an imported file above the default size.
