Description
Sometimes, server extensions cause server crashes. After a limited number of restarts/retries in the default state, it might make sense for the editor to make a final attempt with a no-extensions flag.

Research direction
Start by locating the editor's server restart/retry flow and the server-extension loading entry point. Determine where a no-extensions flag would be parsed and how the final retry should bypass extensions. Done means the editor can make that final no-extensions attempt after the configured limited retries, with coverage for the behavior.
