Description

VS needs it in order to implement this API:
http://source.roslyn.io/#Microsoft.CodeAnalysis.Workspaces/CodeFixes/FixAllOccurrences/FixAllProvider.cs,8a74cdbcb24c6dcb,references

Without it, VS will offer fix-all for all code fixes. This is relatively low impact.

Research direction

Start by reading the linked Roslyn FixAllProvider reference to understand which code fixes support fix-all, then locate TypeScript's existing getSupportedCodeFixes API and related tests. Done means exposing a version that returns only codes with fix-all support, so VS does not offer fix-all for every code fix.
