Description
nodemon will listen for "rs" streaming to process.stdin and this allows the user to manually restart a process.
In the same way, there are times where it would be nice to manually restart an incremental build with tsc --watch, although it might not be much faster since it will rebuild everything, it should be a little smoother.

Research direction
Start at the tsc --watch entry point and inspect how watch mode handles incremental rebuilds and process.stdin. Compare the requested behavior with nodemon's "rs" input handling. Done means a documented stdin request can trigger an on-demand watch rebuild without disrupting the existing watch process, with tests covering the request and rebuild behavior.
