Fix too lax typings.

Expected behavior:
declare function setTimeout(handler: (...args: any[]) => void, timeout?: number, ...args: any[]): number;
Actual behavior:
declare function setTimeout(handler: (...args: any[]) => void, timeout: number): number;
declare function setTimeout(handler: any, timeout?: any, ...args: any[]): number;
