Description

Page URL: https://github.com/microsoft/TypeScript/wiki/FAQ#why-are-functions-with-fewer-parameters-assignable-to-functions-that-take-more-parameters

Issue: We already have a section called "Assignability of Functions" in the handbook. I think it would be appropriate to move the wiki section there so it gets more visibility.

Research direction

Start by comparing the TypeScript Wiki FAQ section on function assignability with the Handbook's Assignability of Functions section. Check the surrounding Handbook structure and existing links before moving the explanation. Done means the material is available in the Handbook section with the relevant function-parameter explanation preserved.
