Description

Part of #7. Phase 5 of 8.

Port both worktree-lifecycle scripts with the same CLI surface and exit codes; they reuse the cross-platform safety gate from Phase 2.

Changes: add dream-cleanup.py and dream-gc.py, port their tests, update skill references, remove both .sh.
Acceptance: ported tests pass on both OSes, including the broken-gitdir fallback case.
Depends on: Phase 4.
