Research direction
Start by locating the existing PowerShell health validation tests and the HNVPA network or IP pool checks. Reproduce or inspect how a PA IP is reported as Duplicate when a MUX address overlaps the configured HNVPA IP pool. Done means the health validation detects and reports this duplicate-IP condition with a test covering the overlap scenario.
