After we build the /clr support libraries, we should enable the corresponding test coverage in tests/utils/stl/test/tests.py.

Research direction
Wait for the /clr support libraries from #162 to be built. Then start in tests/utils/stl/test/tests.py and identify the existing test-coverage configuration for the corresponding libraries. Done means the /clr test coverage is enabled there and the relevant tests run successfully.
