Description
WG21-P2747R2 constexpr Placement new
This is a Core feature with significant Library impact. It was accepted at the 2024-06 meeting in St. Louis, but I missed it because it was a CWG motion.
Feature-test macro:
#define __cpp_lib_constexpr_new 202406L
- Related: #5136
Note: We are not yet accepting PRs for C++26 features.

Research direction
Start by reading WG21-P2747R2 and the related issue #5136, then identify the STL entry points and tests that would be affected by constexpr placement new. Use the proposed __cpp_lib_constexpr_new value as part of the completion criteria, while noting that the issue says pull requests for C++26 features are not yet being accepted.
