WG21-P3348R4 C++26 Should Refer To C23, Not C17
Increases restrictions placed on users (IFNDR):
LWG-4388 Align new definition of va_start with C23
Reverts an overlooked silent change, no action required:
LWG-4430 from_chars should not parse "0b" base prefixes
No C++ feature-test macros are mentioned.
