Description

WG21-P1885R12 <text_encoding>: Naming Text Encodings To Demystify Them
WG21-P2862R1 text_encoding::name() Should Never Return Null
LWG-4038 std::text_encoding::aliases_view should have constexpr iterators

Feature-test macro:

#define __cpp_lib_text_encoding 202306L

My VS-PR-738409 taught the IDE about this new extensionless header.

Note: We are not yet accepting PRs for C++26 features.
