Description
Currently, the CMake scripts build DLLs targeting Windows Desktop applications only. However, we need to build non-Desktop flavors as well. Those flavors include the ones slated for the VCLibs framework packages (*_app.dll), OneCore (targeting Windows 10 IoT, HoloLens, ...) and Spectre-mitigated flavors of the binaries.

Research direction
Start by tracing the CMakeLists.txt scripts that currently build Windows Desktop DLLs and identify how binary flavors are selected. Determine the existing build paths for VCLibs *_app.dll, OneCore, and Spectre-mitigated variants; done means the requested non-Desktop flavors are produced alongside the current Desktop binaries.
