Description
Currently, in the custom Actions, within the Run method, there is no way of getting the instance of the RulesEngine, ActionContext also doesn't supply a property/method of referencing the RulesEngine instance.
Is it possible to do that?

Research direction
Start by locating the custom Action Run method and ActionContext described in the issue, then trace how the RulesEngine instance reaches action execution. Review existing tests around custom Actions and ActionContext. Done means a custom Action can access the relevant RulesEngine instance through the supported API, with tests covering that access.
