Research direction
Start by locating Keyboard Manager's app-opening and window-selection entry points; the issue names no files or tests. Compare the requested Cycle and If already selected behaviors with the existing Windows default behavior. Done means the options support cycling windows, showing the selection menu, minimizing, or doing nothing as described for single and multiple windows.
