[Shortcut Guide] Default "Hold Windows key" behavior interferes with Win+V and Win+H

### Steps to reproduce

1. Enable **Shortcut Guide** in PowerToys.
2. Leave **Hold Windows key** set to its default **Show taskbar indicators** setting.
3. Press **Windows key + V** to open Windows 11 Clipboard History.
4. If the Windows key is held long enough for Shortcut Guide's hold behavior to activate, release the keys.
5. Clipboard History disappears when the Windows key is released instead of remaining open so an item can be selected.
6. Repeat the test using **Windows key + H**, Windows 11's built-in Voice typing (dictation) shortcut.
7. The Shortcut Guide's Windows-key hold behavior also interferes with Voice typing.

Disabling the **Hold Windows key** functionality prevents the interference.

### ✔️ Expected Behavior

Built-in Windows shortcuts should continue to behave normally when Shortcut Guide is enabled.

Pressing **Windows key + V** should open Clipboard History and leave it open after the keys are released so the user can select an item.

Pressing **Windows key + H** should open Windows Voice typing normally.

Shortcut Guide's **Hold Windows key** feature should not intercept or alter the behavior of built-in Windows-key shortcuts.

### ❌ Actual Behavior

With Shortcut Guide enabled and **Hold Windows key** set to the default **Show taskbar indicators** setting, the Windows-key hold functionality can interfere with built-in Windows shortcuts.

With **Windows key + V**, Clipboard History opens but disappears when the Windows key is released instead of remaining open.

I have also found that the same Shortcut Guide behavior interferes with **Windows key + H**, Windows 11's built-in Voice typing shortcut.

This effectively makes these Windows shortcuts unreliable while the default Windows-key hold functionality is enabled.

### Additional Information

The issue appears to be specifically related to the **Hold Windows key** behavior in Shortcut Guide rather than the normal Shortcut Guide activation shortcut.

As a workaround, I currently have to disable the **Hold Windows key** functionality in order to use these built-in Windows shortcuts normally.

This is also potentially an accessibility issue. Users who cannot reliably press and release a Windows-key shortcut within a short hold threshold may be more likely to trigger Shortcut Guide while attempting to use built-in shortcuts such as Clipboard History or Voice typing.

I also found the older PowerToys issue **#26500**, which reported somewhat similar behavior where Clipboard History would close when the modifier keys were released after a remapped **Win+V** shortcut. That issue involved Keyboard Manager rather than Shortcut Guide, so this does not appear to be the same bug, but the similar behavior may be relevant.
