Research direction

Start by reproducing the issue in FancyZones on Windows using the reported configuration: disable “hold shift to enable zones,” then press Shift while dragging. Trace FancyZones' drag and Shift-key handling; done means a window dragged without Shift initially is excluded from zones when Shift is pressed before release, while the existing behavior remains intact.
