Steps to reproduce

Advanced Paste sometimes leaves Shift stuck down after using Ctrl+Shift+V.

• Windows 11
• PowerToys Keyboard Manager: Caps Lock -> Ctrl
• Advanced Paste enabled
• I physically press Caps Lock + Shift + V, which becomes Ctrl + Shift + V to paste as plain text

✔️ Expected Behavior

All modifier keys should be released normally after Advanced Paste finishes.

❌ Actual Behavior

After pasting, Shift occasionally remains logically pressed even though no key is held.

For example:

• Clicking a taskbar app opens another instance, as if Shift-clicking.
• Clicking elsewhere in text selects everything from the current cursor position, as if Shift is held.
• Pressing and releasing Caps Lock + Shift again fixes it (Shift alone does not work).

Additional Information

If I disable Advanced Paste but keep the same Caps Lock -> Ctrl remap, the problem disappears. So I think the issue may involve the interaction between Advanced Paste and Keyboard Manager modifier remapping.

Start by reproducing the issue on Windows 11 with Advanced Paste enabled and the Caps Lock → Ctrl Keyboard Manager remap, then compare behavior with Advanced Paste disabled. Done means modifier state is released reliably after Ctrl+Shift+V without requiring another key combination.
