Preferred language of Text Extractor not remembered

### Steps to reproduce

1. Open the settings of Text Extractor,
2. Change the preferred language,
3. Use Text Extractor and see that the selected language is the one you just set to be preferred,
4. Click the preferred language option again and see that the highlighted--selected language in the dropdown did not update, it's the original language,
5. Go to an other settings section or close PowerToys settings,
6. Open the settings of Text Extractor again and see that the selected preferred language reset and is the same language it originally was,
7. (Use Text Extractor and see that the selected language reset.)

Start in the TextExtractor settings and reproduce the preferred-language change, then trace how the highlighted dropdown value and selected language are stored when leaving or reopening settings. Done means the chosen language remains highlighted and selected after navigating away, closing settings, and using Text Extractor again.
