PowerToys installed from Software Center a few months ago
Power Display Enabled (not sure how long ago)
"Change Brightness based on content" setting is set to "On Battery Only", but issue has only been witness while charger plugged in.
Randomly, the brightness of my PC increases then decrease, about every second.
### ✔️ Expected Behavior
Brightness only changes when I manually change it
### ❌ Actual Behavior
Randomly, the brightness of my PC increases then decrease, about every second.
This has happened to me twice now in the past month.
When I open the Power Display or the standard Windows Brightness slider, I can see the slider jumping around from 2 spots.
So one second it is a random brightness, then the second its at a lower brightness and this just loops

Start in the Power Display area and reproduce the issue on Windows 11 with “Change Brightness based on content” set to “On Battery Only” while the charger is plugged in. Compare the Power Display and standard Windows brightness sliders; done means the brightness no longer alternates between two levels every second.
