### Steps to reproduce
It used to be that double-clicking the top edge of a window would maximise its height. This now doesn't work in all cases.
Works:
If the window is not near the top edge of the screen.
If the window was tiled using Windows Snap (not PowerToys FancyZones).
Doesn't work:
If the window was tiled using PowerToys FancyZones.
This behaviour previously worked correctly with FancyZones, so this appears to be a recent regression.

Reproduce the issue in FancyZones on PowerToys 0.100.2 by tiling a window with FancyZones and double-clicking its top edge, then compare it with Windows Snap and a window away from the screen edge.
