### Steps to reproduce

Open a photo fresh from FE with double click.

Photos almost instantly tries to open.

When trying spacebar for Peek, it takes longer (few seconds before it responds).

### ✔️ Expected Behavior

Peak is always the fastest option (small utility) even on fresh start.

### ❌ Actual Behavior

Powertoys Peek is noticeably slower than the Photos app (on first start).

Start with the Peek area and the attached PowerToysReport ZIP, then reproduce a fresh-start photo open with Spacebar and compare it with Photos. Measure where the few-second delay occurs during Peek startup. Done means the first Peek response is reliably faster or the startup bottleneck is identified with supporting measurements.
