Steps to reproduce

Using a keyboard that has an "App/Menu" key on the right (where I think the right Windows Key would be?) to assigned to "Win (Left)" through the Keyboard Manager, every time I open up a new program, the "App/Menu" key doesn't respond with the assigned key ("Win (Left)"), and uses the default setting.

This hasn't been an issue that has come up before until an update.

✔️ Expected Behavior

If I hit "App/Menu" key, it should trigger "Win (Left)" (and for my case, opening up the start menu)

❌ Actual Behavior

"App/Menu" key works as it's default state, not the assigned key.
