### Steps to reproduce

### Precondition

- The Command Palette Dock is configured to appear on a specific external or secondary monitor.
- PowerToys is already running before the additional monitor is connected.

### Steps

1. Start Windows without the additional monitor connected.
2. Wait until PowerToys has fully started.
3. Connect an additional monitor.
4. Wait until Windows detects and enables the monitor.
5. Try to open or use the Command Palette Dock.
6. Observe that the Dock does not appear on the newly connected monitor.
7. Completely exit PowerToys from the system tray.
8. Start PowerToys again while the additional monitor is still connected.
9. Open the Command Palette Dock again.

After restarting PowerToys, the newly connected monitor is detected correctly and the Dock appears on it as configured.

### ✔️ Expected Behavior

PowerToys should detect changes to the Windows display configuration while it is running.

When an additional monitor is connected and successfully detected by Windows, the Command Palette Dock should refresh its monitor information and appear on the newly connected monitor according to the existing configuration.

Restarting PowerToys should not be required.

### ❌ Actual Behavior

Windows detects and uses the newly connected monitor normally, but the Command Palette Dock does not detect or respond to the updated display configuration.

If the Dock is configured to appear on that monitor, it does not appear and cannot be used there.

The monitor is detected by the Dock only after PowerToys is completely exited and started again while the monitor is already connected.

### Additional Information

This issue appears to be specific to PowerToys or the Command Palette Dock. Windows detects the newly connected monitor correctly, and the monitor can be used normally.

The issue may indicate that the Dock reads the available monitor list only during PowerToys startup and does not refresh it after a display configuration change.

This can occur in several common scenarios, such as connecting a monitor after logging in, reconnecting a display, using a docking station, or attaching a portable monitor after the laptop and startup applications have already finished loading.

No other display-management software is being used.

Windows detects and enables the newly connected monitor normally. The issue only occurs in the PowerToys Command Palette Dock.
