### Description of the new feature / enhancement
When an app is set to Always On Top, add an option to make the window Transparent when not in focus/in a hover-over state.
### Scenario when this would be used?
The main window you are working on is full screen, with the always on top window as a secondary.
EG: Main window is Microsoft Word, the always on top window is a reference source from the internet. You want to see the word window, but if you move into focus over where you've pinned the Always On Top window you want it to stop being transparent.
