### Steps to reproduce

1. Set CmdPal activation hotkey = Win+Space
2. Set a hotkey (like for CmdPal Clipboard History extension) = Win+V
3. Try setting PowerToys to always run as administrator, no difference
4. Try setting CmdPal hotkey > Low-level keyboard hook, no difference

### ✔️ Expected Behavior

Hotkeys work to trigger their respective commands. These hotkeys had worked until recently.

(Win+V is obviously the system hotkey for the Windows clipboad popup "TextInputHost.exe," but PowerToys used to be able to override this. Win+Space is the system hotkey for changing input (meaning language, I think?) but I only have one system input language activated, so it shouldn't be used by Windows. Regardless, it's notable that PowerToys > Shortcut Conflicts does NOT show either of these as conflicts!)

I'm not sure if the hotkey behavior changed due to a PowerToys update or a Windows update, as both have received updates within the last ~week.

Note: I noticed that although PowerToys.exe runs elevated, child processes like Microsoft.CmdPal.UI.exe are *not* elevated. I don't know if it always worked like that.

### ❌ Actual Behavior

Hotkeys do not work.

e.g. Win+V launches TextInputHost.exe.

*Sometimes*, seemingly at random, a hotkey will work if it's pressed *twice in a row*. (Note that CmdPal > Activation Key > "Allow Breakthrough..." is NOT enabled. Neither is "Ignore in fullscreen." None of the options there are enabled, except for Low-Level Hook.)
