### Steps to reproduce
- install powertoys using winget
- toggle on keyboard manager then use 4 remapping to remap
> LCtrl as Caps
> Caps as LCtrl
> LAlt as Win
> Win as LAlt
- then press Win(by pressing LAlt) + v to open the enhanced clipper board
- choose one of the history
- press enter
### ✔️ Expected Behavior
- the clipboard paste the correct history content
### ❌ Actual Behavior
- the Caps indicator light will toggled once, and a single 'v' or 'V' will be pasted
- but the history will be lifted into the current clipboard slot correctly
- so the next time you press LCtrl(by Caps) + v, the clipboard will work correctly

- I can avoid this problem by using this remapping, it can works fine
> Caps as LCtrl
> RCtrl as Caps
> LAlt as Win
> Win as LAlt
- but I still take it as a bug, cause the Caps will be wrongly toggled when I remap LCtrl as Caps
