FancyZones - 'Move newly created windows to the current active monitor' is not putting all windows on active monitor

### Steps to reproduce

In FancyZones turned on and I have the experimental option 'Move newly created windows to the current active monitor' checked.
When I run Affinity Designer 2.6.5, then go to Export in the menu.. The export window that opens up is not on my currently active monitor, it's on another one.

### ✔️ Expected Behavior

That the export window would open on my active monitor

### ❌ Actual Behavior

The export window opens on one of my other monitors that is not active.
