### Steps to reproduce

Enable dock on a multi-monitor system, hide it on the primary monitor.
Pin an item to the dock from the command pallet.
It is not added to the dock.
Even if you show the dock on the primary monitor the item is not there but the system thinks it has added it.

### ✔️ Expected Behavior

It should pin the item to a dock which is visible.
If dock is visible on more than one monitor then the pin item dialog should ask you which of the visible dock instances you with to pin the item to.

### ❌ Actual Behavior

Pinned item is not added to a visible instance of the dock
