### Steps to reproduce

1. Click on main PowerToys Icon while in system tray when PowerToys is running. Quick Access panel opens fine (expected behavior)
2. Click on Settings gear icon in lower right of Quick Access panel. PowerToys Settings window opens fine (expected behavior)
3. Unexpected behavior occurs here: Try to move settings window by grabbing top of it (cannot do). Try to click "x" in upper right to close settings window (does not close on click).

### ✔️ Expected Behavior

Settings window will close on click of X. Window can be moved when grabbing top with mouse pointer.

### ❌ Actual Behavior

Neither moving the windows or clicking the X to close the window is possible.

Sometimes, if you resize the settings window by grabbing the left or right side of the window, the settings window then becomes responsive.

Other aspects of the interface behave okay. Search is okay, menu on the left is reactive.
