3. Unexpected behavior occurs here: Try to move settings window by grabbing top of it (cannot do). Try to click "x" in upper right to close settings window (does not close on click).

Settings window will close on click of X. Window can be moved when grabbing top with mouse pointer.
### ❌ Actual Behavior
Neither moving the windows or clicking the X to close the window is possible.

Sometimes, if you resize the settings window by grabbing the left or right side of the window, the settings window then becomes responsive.
Other aspects of the interface behave okay. Search is okay, menu on the left is reactive.

Research direction
Reproduce the issue in PowerToys 0.100.2 on Windows 11 using the listed Quick Access steps, then test whether resizing restores responsiveness. Compare moving the Settings window and clicking its close button before and after resizing. Done means the window remains responsive, can be moved, and closes with the X without requiring a resize.
