Description

### Description of the new feature / enhancement

Given mouseWithoutBorders implies powerToys is on each machine, and thus there's a good chance that other tools like e.g. find my mouse, would be enabled on each too.

It therefore seems useful for them to be able to "move" their state if crossing from one machine to another.

### Scenario when this would be used?

E.g. things like find my mouse - if it's decided to highlight the mouse and then you move across to another machine, perhaps the other machine (assuming it has find my mouse turned on too) should pick up the state and continue highlighting the mouse, e.t.c.

### Supporting information

Just a thought.

Research direction

No files, tests, or entry points are named. Start by locating MouseWithoutBorders state handling and the Find My Mouse implementation, then determine which feature states could cross machines safely. Done would require an agreed design and working state transfer for the relevant tools.
