### Steps to reproduce

Love the dock feature in Command Palette. I leave my pc powered on, but power off my monitors in the evening. When I power them back on, the dock is missing, Reloading PowerToys and Command Palette doesn't work. Disabling/Enabling the dock in Command Palette doesn't work. The only wat to get the dock to re-display is to sign out, restart, or reboot. Additionally I have two monitors but only display the dock on my primary. When the dock disappears, in the Command Palette Dock Settings, it only recognizes the secondary monitor, shows that the dock is enabled for that monitor (which it shouldn't be) but the dock does not appear on that monitor either.

### ✔️ Expected Behavior

The dock should be active, on the correct monitor, and remain that way while power-cycling the monitor.

Start by reproducing the issue in Command Palette by powering off and restoring the monitors, then inspect the uploaded PowerToys report ZIP for monitor and dock state changes. Done means the dock returns on the primary monitor after power-cycling, remains disabled on the secondary monitor, and no sign-out or reboot is needed.
