Description

### Description of the new feature / enhancement

This would be a monitor that shows usage of different variables such as:
- CPU Usage
- GPU Usage
- RAM Usage
- Network Usage
- Framerate
- CPU temp
- GPU temp

Ideally this would be something that is more condensed than task manager and can be somewhat customized to be "Gamer friendly"

### Scenario when this would be used?

This would be used during any resource heavy event or to help someone tell if there is another issue with the computer such as bad airflow causing things to heat up or malware sucking resources away.
