Description

### Microsoft PowerToys version

v1.100.2

### Installation method

WinGet

### Area(s) with issue?

Power Display

### Steps to reproduce

I tried to turn off my display by Off(DPM), so that I can wake it up by shaking my mouse.

And [Twinkle Tray](https://github.com/xanderfrangos/twinkle-tray) can do it.

But Power Display will turn off my display and wake it up in 1 second.

### ✔️ Expected Behavior

Turn off my display, until I wake it up by shaking mouse or pressing my keyboard.

### ❌ Actual Behavior

Turn off my display and wake it up in 1 second.

Research direction

Start by reproducing Power Display's Off(DPM) behavior on Windows 11 with the reported PowerToys version, using the attached PowerDisplay.zip for context. Compare it with Twinkle Tray and trace how the display wake-up is triggered. Done means the display stays off until mouse movement or keyboard input.
