Monitor (LG 27GP850-B) is not detected when turning on

### Steps to reproduce

(I have two monitors, the problem 27GP850-B is connected via DisplayPort, and an extra via DVI)
1. Power Display is running and the monitor is on

2. Turn off monitor. Power Display refreshes the monitor list, removing said monitor.

3. Turn monitor back on. Power Display again refreshes the list, but does not detect the 27GP850-B

Manually refreshing the list from this point will always detect the monitor.

(in performing these steps just now, the monitor was correctly detected. since I began using Power Display when it was introduced, I think this is the *only* time this has worked, or just the only time i noticed it didn't break)

Start with the Power Display monitor-refresh path and reproduce the reported sequence: turn off the LG 27GP850-B connected via DisplayPort, then turn it back on while Power Display is running. Compare the automatic refresh with a manual refresh; done means the monitor is consistently listed after being turned on, and investigate why the bug report ZIP is not generated.
