Description
Microsoft PowerToys version
0.100.2
Installation method
PowerToys auto-update
Area(s) with issue?
Command Palette
Steps to reproduce
- Activate Command Palette
- Activate Dock
- Tick "Always at the foreground" off
✔️ Expected Behavior
Because the option is ticked off, any window should be able to placed on top of the Dock, and dragging a window to the top of the screen should make the application full screen, thus hiding the Dock
❌ Actual Behavior
The Dock stays at the foreground regardless of the parameter state, and the screen real estate of the entire Dock is reserved for it, making it impossible for windows to be completely fullscreen.
Plus, when dragging a window to the top of the screen, the window layout UI is truncated by the Dock, making it unusable.

Research direction
Reproduce the issue in Command Palette's Dock on Windows 11 using the listed three-step sequence, and review the attached PowerToysReport ZIP for diagnostic details. Done means disabling “Always at the foreground” lets other windows cover the Dock, preserves full-screen behavior, and leaves the window layout UI usable.
