Description

### Microsoft PowerToys version

0.100.2

### Installation method

PowerToys auto-update

### Area(s) with issue?

Command Palette

### Steps to reproduce

Autostart the PowerToys with the Dock enabled on a setup, where I have multiple screens, each with different resolution, and different DPI (zoom).
The main screen has 100% zoom, while the secondary screen has huge resolution and 200% zoom.

### ✔️ Expected Behavior

Dock should render above the start menu, not on top of it.

### ❌ Actual Behavior

Dock rendered on top of the start menu. Even after closing and restarting Command palette did not help. Only changing "dock position" to "left" and then back to "bottom" helped.

Research direction

Start by reproducing the issue with Command Palette's Dock enabled on multiple screens using different resolutions and DPI settings. Verify whether the dock appears above the Start menu after autostart, and compare the result after changing its position to left and back to bottom; done means the dock consistently stays below the Start menu.
