### Steps to reproduce

This issue has happened to me multiple times, and it’s especially frustrating if you delete the old version first. Doing that means you can’t remove the newer version or reinstall PowerToys, as it says it’s already installed. I’ve had to manually delete all PowerToys-related files using various commands and registry edits just to get it working again. Now, I have to delete the new version first, then the old one, and reinstall PowerToys from scratch to get back on track. I’m not sure of the exact cause, but this is the third or fourth time it’s happened. I only noticed it when PowerToys notified me about a new update for the version I had installed a few days earlier.

The update should replace the old version with the new one

### ❌ Actual Behavior

2 versions of powertoys appeared 1 being old and 1 being new. Opening powertoys always open the old version and using update tool again does not fix the issue. It just shows updating just to open the old version again.
