### Steps to reproduce

- go into layout editor
- if you have multiple overlapping zones, you cannot select zones that are "buried" under others

### ✔️ Expected Behavior

- you already have the fix for the zone behavior in the actual snapping implementation
- this is the setting: When multiple zones overlap "Activate the zone whose center is closest to the cursor"
- you just need that same behavior is the layout editor, i.e., on click, activate the zone whose center is closest to the cursor

### ❌ Actual Behavior

the uppermost zone gets selected, which makes it difficult to edit buried zones

Start with the FancyZones layout editor selection path and compare it with the existing snapping behavior for “Activate the zone whose center is closest to the cursor.” Done when clicking overlapping zones selects the zone whose center is closest to the cursor, including zones beneath others, while the existing setting remains consistent.
