Flickering when selecting 'Ignore Conflicts' in PowerToys Shortcut Conflicts page

### Steps to reproduce

1. Open PowerToys
2. Go to Home tab
3. Click on Shortcut Conflicts
4. In my case, there existed a conflict on the shortcut `Win + Shift + T` between TextExtractor and a System Shortcut(Move to the previous app in the taskbar). You can create a conflict by your own if none exist.
5. You will see this

6. On clicking the 'Ignore Conflicts' checkbox, the text flickers.

### ✔️ Expected Behavior

Checking and unchecking the checkbox should be smooth and not cause flickering.

### ❌ Actual Behavior

Checking and unchecking the checkbox leads to the text and icons flickering, possibly due to multiple renders.

Reproduce the flicker from PowerToys Home > Shortcut Conflicts by checking and unchecking Ignore Conflicts for a conflict such as Win + Shift + T. Trace the Shortcut Conflicts page rendering around that checkbox and compare the text and icons during updates. Done means the checkbox changes smoothly without visible flickering.
