Research direction
Start in Keyboard Manager by reproducing the issue on Windows 11: create a program-specific key binding, delete it, close Keyboard Manager, and reopen it. Trace how deleted shortcuts are persisted and reloaded; done means deleted bindings remain absent after reopening.
