add a key bind to a program and save it. then delete it. Close keyboard manager. Reopen it.

### ✔️ Expected Behavior

deleted key binds/shortcuts should not reappear and be forever deleted

### ❌ Actual Behavior

once deleted and keyboard manager is reopened, the deleted keyboard shortcuts reappear
