Key remapping not consistant

### Steps to reproduce

Remapping Caps Lock to function as CTRL (left)
Using CapsLock as CTRL in shortcuts, eg. CTRL + T to open new tab

### ✔️ Expected Behavior

Caps Lock consistently works as CTRL

### ❌ Actual Behavior

CapsLock usually works as CTRL, but sometimes doubles as Caps Lock
Eg. CTRL + T to open new tab actually opens new tab, but also activates caps lock.
However this seems to never deactivate caps lock, only activate.

Using Caps lock as CTRL sometimes "lock" CTRL in active state. needing to repress the caps lock key to unlock it.

Start in the Keyboard Manager area by reproducing the Caps Lock-to-left-Ctrl remapping with shortcuts such as Ctrl+T, then inspect the attached PowerToysReport ZIP for relevant evidence. Done means Caps Lock consistently acts as Ctrl without also toggling Caps Lock or leaving Ctrl stuck.
