### Area(s) with issue?
Keyboard Manager
### Steps to reproduce
When using Keyboard Manager, it always lose efficacy when use for a long time。I set a lot of ALT+ALAPHA combination key, apply to specific application. It always work fine at beginning, however, it always suddenly fails and cannot be restored (neither restarting powertoys nor re-enabling the keyboard manager function), which manifested in the fact that when I was using the specific application I had set, it did not block some shortcut keys (triggering the logic of the application itself or that of other applications). **But it may recover after a few minutes/hours.**
### ✔️ Expected Behavior

### ❌ Actual Behavior
The keyboard manager always lose efficacy when use for a long time(maybe 10min or longer)

Research direction
Start with the attached PowerToysReport ZIP and reproduce the failure using Keyboard Manager with several application-specific ALT combinations on Windows 11. Compare behavior before and after it stops blocking shortcuts, including after restarting or re-enabling the manager; done means the mappings remain effective during prolonged use.
