Powertoys started not opening today

### Steps to reproduce

Powertoys stopped loading when I click the icon as of today. I click on the icon and nothing happens. There are processes related to powertoys running, but not the application. I know there was a windows update and a powertoys update today. So, I spent several hours doing the following....

On all the following I tried both clicking the icon and the file, running it in both Admin and non-admin
I've tried all the following options to get it to open:

1. wiped all caches
2. Uninstalled and then manually removed any remaining files and folders.
3. Rolled back today's window's update with no success.
4. Repeated steps 1 & 2 again
5. Installed Microsoft Store Version with no success.
6. Repeated steps 1 & 2 again
6. Rolled back Powertoys to version 1.00.0 with no success.
7. Repeated steps 1 and 2
11. Reinstalled the windows update with no success on version 1.00.0
12. repeated steps 1 and 2
13. Installed GitHub version 1.00.1 with no success.
14. Repeated steps 1 and 2
15. Installed Microsoft version with no success.

No matter what I have tried, I cannot get the either the program to load into task manger or for UI to display

Clicking on either the file or icon does nothing. It neither loads in task manager or display the UI. All the the methods I've tried to get it to work are documented in steps to reproduce section.

I'm not sure if its the new 1.00.1 patch or related to the new Microsoft 2026-06 Preview Update (KB5095093) (26200.8737)

Start by reproducing the launch failure on Windows 11 Pro build 26200 with PowerToys 1.00.1, then compare it with 1.00.0 and the Microsoft Store installation. Collect the missing Bug Report ZIP and launch logs, and verify that the PowerToys UI opens and the application appears normally in Task Manager.
