Status Bar Alerts

### Description of the new feature / enhancement

It would be great if the user could set min/max value (depending on whether percent available or percent usage is sensed) that would throw an alert, something to get the user's attention. Potential approaches, change 'out-of-range' values font to red, or reverse video, or blink back and forth from normal to reverse video.

### Scenario when this would be used?

This would be used when a process is getting out of control and is consuming all of a resource, such as CPU or disk space. If the alerting method can catch my attention, then I do not have to sit watching the values for when/if they pass a trigger point.

No implementation file, test, or entry point is named. Start by locating the PowerToys status bar and the code that reads CPU or disk usage, then determine where configurable minimum and maximum thresholds belong. Done means users can set thresholds and receive a noticeable alert when resource values go out of range.
