### Steps to reproduce

I use the info bar at the top of the monitor frequently for the information and it is in a good location on my screen. When I launch the Oxford Dict app (from the Windows Store) it always starts at the top of the screen. I usually want to move it to monitor 2 but I can't find a setting or method for dragging it, it's 'grab area' is under the information bar. Typically, I want the bar "always on top" because it is so useful.

### ✔️ Expected Behavior

I had hoped the info bar could have been temporarily dragged so I could then access and move the Oxford Dict app.

### ❌ Actual Behavior

I cannot resolve the the issue of moving the Oxford app unless I turn off "always on top", which I highly value.``
